Have written rules --  NO parties, unauthorized guests, underage drinking, police calls, whatever. 

If nothing has improved then the next step is calling the police. 

I wonder If I am able to get that information from the police department?

As you may or may not be aware, there was an incident in 2015 where the police were called to break up an out-of control teenage party at a private community pool in Texas. 

It is here: The police just called... my 25 year old tenant died (overdosed).

During the review/approval process, the commission will evaluate things like the original intended use, the vision the city has for the area, saturation of similar type businesses in the area, input from local neighbors, input from other city departments (like the police department), etc. 

They built community centers, and increased the police force by nearly 35%. 

When they were discovered they were donated.Today, the old tenant left a voice message demanding these items and then preceded to file a police report. 

Reasonable accommodation may include waiving or varying pet polices and fees to allow an Assistance Animal.

The Philadelphia Police can legally do nothing.
