it is already a legal duplex (although it doesn't have the lot requirements an RM1 needs, but this is how it was grandfathered in when the rezoning took place.My question is what's the process of filing a condominium, assuming i don't wanna put in any money, just take the 2 units and create a separate deed for them to sell them separately , is that possible?

The stated responsibilities sound more like "Planned Development" than a "Condominium" which are both HOA ownership types in California.

I strongly recommend that nobody buy a condominium PRIOR to reviewing the CC&R, Bylaws, Rules and Regulations, RESERVE STUDY, financial statements, and maybe a years worth of minutes.
