California has always had low income areas because of immigrant farm workers which is most likely the same reason southern Texas has high numbers due to agriculture.

Over the last 100 years, Californians have paid BILLIONS of more actual dollars to the Federal Government than any other state(due to population).I think a better question to ask is why does an illegal immigrant, who pays nothing in taxes, get a free college education and many of us who do pay taxes have to pay exorbitant tuition rates?
