I'm not sure about your local laws, but here in Minneapolis if a Section 8 tenants does not pay their portion of rent, that is breaking the lease and they get banned from the Section 8 program nationwide for 5 years.

Recently we looked specifically at nationwide data on small multifamily traditional rentals, and Cincinnati, OH; Detroit, MI; Baltimore, MD; Syracuse, NY; and Rochester, NY are among the 12 best US markets for this strategy at the moment with regards to return.So I wouldn't dismiss these markets just because of the higher than average crime rate.
