I am guessing here but I think that fact is at least in part attributable to lost income from lost work or lost work due to inability to find adequate childcare and therefore these families need to stay home, lost income from illness related to COVID.

That's a looong time after the end of the Financial crisis.What's happening now is that the big developments, which finally started to file for permits around 2014 started to break ground on their large Class A luxury apt buildings and to finish off their stagnant projects which stalled during the crisis.It took time for that to happen.The uptick in Vacancy, especially in NYC, Miami, etc. can be attributed towards the large amount of supply of Class A Luxury apts that have finally become available.
