There are so many different ways to put a syndication together that it is impossible to make a determination on whether a license is required.

It's not impossible and it's definitely worth doing, but you're going to need a really good deal to make it work the way you're hoping. 

A "certification" body who place certified level, say gold, silver, bronze, based upon a persons complete background (think of how a fico score works for credit rating), that would be all but a 1 stop shop AND give better insight on a tenant because as I said landlord referrals are all but impossible anymore. 

It's even tougher, almost impossible, to do it off the MLS.

I understand the need to generate cash flow however, the market I'm in is nearly impossible to find anything that gives the kind of $200-$300 cash flow after all the expenses.
