I would say basement condition should have been observable as well. 

I don't understand 'obvious'...You should be better at observing your prospects. 

We interview the dog by meeting him and observing how well the dog listens with a little walk around the property.

I asked a State Marshal to observe them and provide an Affidavit Concerning Military Service.May 6th: The Marshal has been unable to observe them.

I suspect the C- neighborhood I bought into in the late 00s is growing up a grade and kinda gentrifying, if there really is such a thing in Ocala.I observed full on gentrification in my own neighborhood in DC and I suspect something similar is happening where my rental is.

I have camera that observes the public space of the whole wing of tenants: 6 units total.

Few more observations:  I see lots of California investors looking outside of their state for returns.
