I can't imagine it makes sense to tie into an old steam heat system that will likely need replacement in the next 5 years.Adding electric baseboard heaters might be the least expensive way to get a heat source into the rooms, but I'm worried that the high operating costs could be a turn off for renters and drive down what they'd be willing to pay.Has anyone else gone the electric route, and what was your experience like in terms of impact to your rental business?

@Matt Shields, right now 6700 new units are being built in South Baltimore alone, crime is down this year, and the only reason why Baltimore is losing people is because the biggest voucher program in Baltimore called MBQ is forcing all new voucher holders to rent in opportunity areas, ie towns outside the city in Baltimore County areas with low crime, low unemployment, ie really nice areas where houses sell for 300K.

If your eviction papers only specify the tenant name, the police may only force her out, and then obviously the boyfriend will let her in.
