Couple more questions:- Is it 15% even if the deceased had lineal heirs at the time of her death?

It's called border income and won't help you. 

That won't last forever though.The home is in a rural area off a long, poorly maintained dirt road, but borders a creek and a farm across the creek.

Our property was in a flood plain because it bordered a nice little lake with a decent view from the house.

Here is my question: I asked about a vacant house and found out it belonged to someone who is deceased and owners are out of state (possibly motivated sellers) so this is Probate.

My lot borders both, therefore my question is, is there a way you can recommend that I could go about speaking to the developers of the shopping center about merging our lots in that they would allow access in and out from their property as well as me creating access from the main road.

CAD shows that the deceased owned a home.
