Working with someone buying one is a certain amount of work, but once you train a buyer on the process, it runs pretty smoothly and there are a lot fewer items to cover on the second and third, etc.

Can we as the buyers choose the title company? 

It is possible, however, those buyers have a different end-game / strategy / downpayment / etc... than myself.

Real estate attorneys or title companies - sometimes deals fall through the cracks and some buyers can't close.

The wholesaler which is also a realtor stipulated that he is in the process of having the fines reduced by the county prior to closing and having the buyer pay those costs (lien) at closing.

I'm a new investor and am now considering purchasing a deeply discounted property (I'd refer to it as a 'wholesale' property but I'm learning there a different types of 'wholesale' buying/selling scenarios, so I'll just say 'discounted')...From what I've learned, buyer's agents are rarely involved with assisting in wholesale purchases.
