My and my sister's bedrooms were up in the attic and our walls looked a lot like what you have there @Ryan Richard The entire place is about 1200 sf and had a 2 ton A/C unit in Orlando, FL and that was fine for cooling even in the summer.The upstairs would get a little warm during the day but that was more due to the air return being down stairs and not having enough return air flow from the bedrooms.

Scrape off whats there , go to the local self service car wash and clean it , or grab somebodys pressure washer blast it clean and put it back .
