I have a 2,500SF full gut SFR going in with 6 bathrooms, we are looking for someone to handle plumbing for the whole house, including running the waste lines out to the sewer and upgrading to 4".

He stated it was due to burst pipes.Another neighbor pointed out to me that the city decided to upgrade it's storm sewer system...there are 16 inch pipes joined to 12 inch pipes at the end of the block (my house is 4 from the end).

You can also state that during your walkthrough you saw that it needs: (a kitchen upgrade, the hvac is old, etc) and state these are things you don't plan on bringing up in the inspection phase.

I'm assuming since the place is a new fit out it was required to spend money upgrading to California Building Code accessibility requirements but how far it went I'm not sure.
