Mike, My recommendation would be during due diligence for a potential purchase, ask for past 12 months of all utility bills, property taxes, and any other municipal requirements like rental permits, occupancy inspections etc.

Another reason to send it by mail is in many cases you will be deducting damages from deposit.

It's going to be an obvious patch job when they do inspections and they may ask for credits or replacement so you are more likely to get more by doing more.I don't know any roofers in Canton, but any time I see patch and roof and sell, I don't think it's necessarily wise.

If after all expenses it cashflows then yea that would be the best option for you'll be able to sell the land, if it doesn't then hookups might be a better option (With the big assumption that there is demand for that in that area)
