Too many unknowns

It appears that knee-jerk legislation like Dodd Frank is written quickly and overly broad, without regard to the unknown effects on the innocent.

Let's say I'm driving upon the highway and I see a nice plot of land that looks like a good spot to build a new home. How would I go about purchasing that plot of land? In most instances would that land be unavailable...

If unknown things showed up during inspection, the seller should fix or credit them.Regarding your question, I would pick loosing $4k over loosing $35k 10 out of 10 times. 

If you get an inspection and no significant unknown issues are uncovered then it seems like you get the deal you wanted.
