She accepted the code and knowledge of the alarm months ago.Any advice would be greatly helpful sorry if a lot of this seems like i'm babbling we are just in a stressful situation.Even now we caught her lurking around inspecting the property without any notice.

The entrance code can be provided and the tenants can view the property on their time and the code can be changed remotely once the showing is complete.

Code enforcement is always fighting with them, taking them to court, fining them, etc.  

The building used an escape clause in our leases to terminate them if the city determined them to be code violations.  

I'm not too familiar with the zip code you mentioned but can tell you it's really not that close to Mercer.
