You have to be on the City Council, part of the school board, on the chamber of commerce, a supporter of the fire department, etc., etc. 

I am going to school and realize, to make this happen, I must qualify for a loan (preferably FHA or 203K) so that I can get started as soon as possible.

I've only read about deals like this in the textbooks at school, and they certainly lacked the 1st person view we are all getting.

We are buy and hold investors based in California, yet choose to invest in Cleveland where cashflow is far better.Our philosophy is to buy SFRs in 'B' neighborhoods that are primarily owner occupied and also have decent school zones.

South Warren is just everyone from the Pershing and Osborne neighborhoods "escaping" the City.Sterling Heights with Uitca Schools is a great value.
