While you can't stop the tenant from doing their own tests I would have not relied on that at all, especially that kind of test if I understand what that is, I mean, that is not a scraping or a sample from a surface. 

Allowed a tenant to pay deposit and first month's rent via nonprofit which meant he had little skin in the game and he became a nightmare.

However I would not consider them to be truly passive because they do not put any skin into the game like a good passive investment does (via a sizable coinvestment).

It's also upsetting her kids' skin because it is so harsh, so a simple drinking water filter isn't a favored solution.
