How fast do they respond to tenant issues?

I called and emailed back but nobody even responded to my request.

Many times they will respond.

I'm concerned that if I place an ad to find people who will work on an hourly basis (in the area of the property) that I might have a hard time finding people who can reliably respond to emergencies during off hours, but I can't afford to have someone working full time or with standard on-call rotations. 

Buyers receive a letter requesting the information from the sale but they are under no obligation to respond.

I'm not really sure why you are responding to my comment with this wall of text that at first glance appears to refute my position that GP's are to blame, but does not actually provide any argument.
