If so you can still do a bit of color on a small supporting horizontal trim piece above/below.

Think of a horizontal line = flat roof, think of an upside down V = pitched roof. 

The first phase could be money to develop the land surface(horizontal phase), and then the  second could be money for the putting up the building.

Not sure what the foundation damage looks like or the extent of the damage, there are different types, such as step cracking (broken mortar diaganolly), shearing ( foundation moving horizontally off of the footing), horizontal cracking (usally near the frost line), to name a few.

We could pursue a condo situation under a horizontal property regime however, my attorney does not believe I can sell condos (residential portion) unless the vertical structure is already built.

Exterior damage would be covered by each owners insurance that is within their horizontal property line.Any experienced HOA/POA folks on here with some advice.
