There are a lot of good things about Wyoming LLCs, but the favorable Wyoming laws don't matter as much because the state you are in will apply the laws of the state the property is located in.

Negotiating favorable terms like a low interest rate or interest-only payments for the first few years could help manage cash flow until renovations are complete.

A couple developers we work with skip LIHTC and the tax credits and go the route of impact funds to help alongside other debt and sometimes equity. 

Additionally, in my market, a lot of these properties are located in areas where price-to-rent ratios are extremely favorable.

Also if it's for a BRRRR, it can change the economics on the back end in your favor. 

Have you considered negotiating the price or getting a credit with the sellers and doing the work yourself?
