I think you have 3 options to make your offer more attractive:1. start at 45K and add on the actual value of the work that has been done - I expect that would end up near 65K, but showing it may make them consider your offer more seriouslypurchase 45Kdemo - 0(can't live in a house with no kitchen)basement - 6K(this probably had to be done, but doesn't add 100% value)deck - 3K(it was likely expensive, but doesn't add 100% value)flooring - 5K(this may be too generous)bath - 3K(again maybe too generous)misc - 2K(supplies, paint - if there is enough for the whole house)2. if holding it as a rental is an option - offer a down payment and interest only financing - you could give her 73K over 5 years with 10K down on a 55K - 3% interest-only loan3. a last ditch effort, but point out that the "35K" loss is tax-deductible, that could be worth 10K+ if it can offset short-term capital gains, doing this deal now would give them time to cover a lot of taxes on a flip, if they want the money to try again
