Well, in all reality, its a 60+ year old house with full-on soft asbestos siding (which has been deteriorated at the bottom edge in some places, but still 100% functional and certainly not going to rot) and a double layer of asphalt shingles.

Issues arise from things as simple as the water being cut off then turned back on suddenly causing leaks... to a 15 year old septic tank never having been pumped out (these are lower income residents).... to whatever problems can come from an inexpensively made home that deteriorates after 15 years old etc...

Not at all uncommon in a tax sale property - no money to pay taxes, no money to fix; or terrible condition of a deteriorating property leads some to let the property taxes go unpaid, that then results in a tax sale.
