For $500 you just avoided a lawsuit and/or lawyers consultation. 

Even the Attorney General has advised that passage would likely result on a lawsuit that would not be favorable to the state.

I have seen people attach other liens that file lawsuits against the 1st to delay foreclosure.

Most likely the state where the property is located is where lawsuits would be brought if they are something for personal injury like a trip and fall or something of that nature because the “cause of action” arose in that state.
