You have to skip that rhetoric, show what you did in LA, and have someone there who is in the neighborhood you want to buy in looking at the yard signs to see who lists flipped and done projects and who is selling the ones that need to be flipped.

I find that putting a utility cap in the lease agreement they sign and calling their attention to it really helps make them more aware that they'll have to pay for excess usage so, fortunately, I haven't had to actually bill anyone yet, but the language is there if I needed to.

I know some landlord's show up with something for them to sign or fill out that they previously (on purpose) forgot to give them, but you could also just be upfront and say a visit is part of your screening process - you check the condition of the rooms to see how the unit is being taken care of.
