@Michael A Pierson I think you might be confusing Dodd Frank restrictions regarding the number of Seller Finance deals an individual can do (someone without a mortgage broker license) with property management.

I am a hard money broker too people with so so deals had to deal with down payment.

I’m trying to see if the broker I’m working with if correct or not. 

Would you recommend finding a property manager first, and then use their expertise along with a realtor/broker to find viable properties, or should we just proceed with a realtor/broker?

Most of them are brokers trying to sale you a different hard money lender's (HML) product. 

Frankly the attorney and mortgage brokers handle the entire transaction for you until they need you (signatures, checks, etc).
