One plumber mentioned that these units are lemons, and suggested that I replace the unit with a cast iron boiler and water heater which will have better luck than the wall mounted Noritz unit.

You want to look for homes a bit more inland (college area, normal heights area, Escondido, lemon grove) there are some areas like these that you can find prices that you can make work to house hack. 

I've put gas, oil, tires, brakes, windshield wipers, air filters and 2 new headlight bulbs in it.

Just look at what is happening in south Texas with oil.
