Good tenants won't like the smells, police being called, blocked parking spaces and trash in the common areas, and they will leave as soon as they can (i.e. right when their lease is up).

@James Masotti I remembered a while back you made the suggestion that the east side of Wilmington could see a turnaround if the new Police Chief (correct me if I'm wrong here) could implement a plan to correct the issues going on over on the east side of Wilmington.

Then you've got the problem(s) with police, fire & ambulance.  

As a rule, I try not to mess with any entity that has a standing army (the police) to enforce its decisions with violence. 

Especially since police extortion has become a real problem here in Playa, a major annoyance in my day to day life.We all have different experiences though, so c'est la vie!

One drawback is that every police agency does not report their stats here so you may need to dig a bit deeper, if you need more info.  

Additionally, I always google the cell number...I once avoided a tenant who was practicing the world's oldest profession out of her last apartment, according to backpage and the local newspaper's police blotter.
