I asked a realtor in Tulsa about the zoning, legality, code enforcement, etc of this, and was told Tulsa isn't policing this. 

While this all occurred, I called police officers repeatedly, sometime for 3-6 hours straight, and cops never came.

But if this is the case, then I'm not surprised you haven't provided the OP your response / ideas, other than jumping on other people's contributions as a comment police.

Police take 45 minutes to arrive so crime here is through the roof.

Saying it's a waste of resources is no different than the police in big cities saying they're not going to investigate or prosecute shoplifters any more because it's too much trouble.
