Dallas is having some moderate appreciation that I am enjoying now but western Washington has much stronger appreciation and rising rents.For a duplex I would be having the tenants pay for their own garbage which is the norm around here.

I've found anything that price that doesnt need a ton of work and is moderately close to down town sells in a heart beat.  

This will give you the option of several exit strategies including making a profit on rental income if all else fails.Now back to your original question about what I would do if I were in your shoes, well ,It has a lot to do with the Florida Keys, lots of alcohol and pretty women.
