If I convince a neighbor to let me use his hosebib, and I drag a garden hose across to a hosebib of the subject house, and hook it up...turn on the neighbor's hosebib, and thus filled the supply system of the subject house with water pressure, is that considered "ACTIVATING"?

This is usually an informal relationship........the bird dogger may in reality be a pool cleaner, postal worker, gardener, etc.

My goals for us would be for us to be able to make enough money to be able to live debt free, have him be able to quit his M-F job, and be able to build a house on a beautiful plot of land so I can live my other dream of sustainable gardening.  

Some parts in garden city Redford and Inkster are not that good.

Look for long sections of pipe that aren't mechanically supported, wire nuts waving in the breeze, people using garden hose for the propane line, etc.  

I oversee facilities and operations for the entire portfolio that runs from NC down to FL, as well as managing new development, most recently including ground up development of a multi-tenant building and 3 large indoor secured self storage centers.

What about garden apartments?  

Painting in the winter sucks for the contractors - siding they can at least do the prep work and cutting indoors when it's cold.

Problem is, investors snapped up condos around here a few years back, so lots of the garden style complexes have too many investor-owned now.
