I love Philly's commitment to public transportation, but it seems a little weak on the map/documentation side.

I would be far more interested in hearing from landlords who have had difficulty evicting someone because the tenant was exploiting this supposed weakness.

A judge may decide that they are entitled to some discount of rent for the time that the violations existed but we are talking about a month or so at the most and it sounds like the violations are minor so they have a weak case. 

I looked at competitive ads, and tried to replicate what they were doing well, and improve on their weaknesses.

If this is ment to be sent to the CFPB I feel your last 1/3 started running weak as to what you are advocating.  

We haven't found anything with even weak cash flow due to the cost upfront of property.
