When I first walked the home, I saw that the owner had wasted 2 weeks "rehabbing" the home by scrapping the popcorn off of the ceiling, when his focus should have been on pulling up terrible, stained carpets among 50 other things.

We wear thrift store clothes with paint and caulk stains all over them.

It looks decent from the photo but looking for water stains on the lid inside would be essential as well as getting the seller disclosures.

These places really do need a power washing because it is littered with gum, dirt, liquid stains and so on and really does make the places look terrible but these landlords will not budge on getting it done but will happily spend a a couple thousand a month on landscapers to trim bushes and cut the grass every week.

The people at the local hardware store where I usually buy my paint have recommended the Zinsser B.I.N. saying its the only primer that will block the nicotine stain, and as you stated it is very expensive.

So many choices in carpet too, marine, hotel grade, extreme stain resistant, or just the cheap commercial looking stuff.  

Fortunately it didn't stink too bad and just had some mold and stains inside. 

I've seen many previous rentals that have chips, stains, and etched surfaces in the granite after a tenant moves out.

There were some staining to the dry wall.

Nothing major to replace this year, outside of re-staining a fence.
