for non commercial residential I saw a study indicating that 97 out of 100 largest cities that it is initially cheaper to rent than owner occupy purchase.

I would definitely consider selling.Long-term appreciation in property value can occur for several reasons, but not all of them indicate a real increase in value.

Saint Pete proper (city limits) is a 30 day minimum but as you indicated IRB, Seminole and some others jurisdictions like Largo etc are legal.  20% CoC is tough, but not impossible.

Me personally though, I always try to look for scenarios where cash flow & CoC, as well as other indicators (DCR, GEI, etc.) perform a bit more aggressively/positively in both the short term and long term.
