There was also a part of that law that enacts rent control anywhere in the state, which may affect your plans.Make sure any changes you are proposing to the contract are compliant with the "new" New York State housing laws. 

All these statutes supercede any written contract between landlord and tenant.Now, if they stop paying, then you do not have the restrictions above.

What are some things I can do after going under contract to lower closing fees?

In most cases no need to form an LLC until you are under contract with a property and know you are moving forward.

Incorporate what if you die, what if you or a partner want to sell how do you value, opening bank accounts, contract signing, etc.  

It was listed on Zillow for $110k and we made a low ball offer at $90k, ended up getting under contract for $95k.
