I have seen this before.Sewer lines under the road run down hill.10 houses away something blocked the main sewer line under the road.All of the houses flushing and drains behind the blockage filled the line.

Cheapest solution might be to leave it in place and fill the downhill side with soil sloped at 3:1 (that is 5 ft tall wall would extend 15 feet from the toe of the wall if the catch slope is flat).
