If you build on it, you could essentially create a dam which may pond water on the northwest side, so consult an engineer before you develop to come up with a solution to divert flow around or underneath.Whew, that's hard to condense....

If you are going to pay $40k per unit for a two buildings constructed 70 years ago, then I would have a roofing company walk the roofs and a HVAC company review the a/c units, condensing units, and hot water heaters.

There is two possibility: Water leaked from refrigerator (condensation) and flowed to base plat damping it Other possibility is water line in the wall for refrigerator water may be leaking.
