It's really not that difficult, only takes an email or two to the local creditor's rights attorney in the state to get the ball rolling. 

For this they get a big fat DO NOT RECOMMEND  @David Rassmussen You are better off not buying the website from him just go to fiverr.com or Upwork.com and have someone build you a landing page and tie all the SEO info into it for you.

We have located a good parcel of land at a fair price, only issue is it's currently zoned for residential and we are planning to develop a small, 8-unit apartment on it.
