I know someone personally who's significant other was an architect and it still took a year to get an addition completed on her   house (north miami). 

Account Closed , Sounds like a good idea PROVIDED you can build them at the right price.First i would suggest you talk to Drafts man or Architect to figure out the $ cost per sqf in your area. more often then not building from the ground up is more expensive them buying existing building. and the RETURN ON COST including the land, will be much lower.

Then I'm told by architects that duplexes are built to a different standard than three plexes, like requiring fire escapes, which by appearances change the nature of the neighborhood, often generating opposition.

You would need to hire a zoning attorney first to see if it is even possible, then hire an architect to submit plans to build it.  

I've spoken with contractors and will meet with architect next month to get digital plans. were thinking of selling the project while I manage it boots on the ground. we will let you all know how it goes!!! 

I am an architect here in NY and have much of my experience in NYC and Westchester County.

To be done properly cost segregation should be done by a construction engineer or architect with knowledge of the relevant tax code.
