I tell the tenants directly that it's so they don't get hit with unexpected charges due to move-out or touch-up paint. 

I plan on doing some quick paint and a few touch ups and then list the house.

The roof needed to touch ups to stop a leak and we added seamless gutters.

I drove to MN Thursday night, spent all day Friday repairing and working with the professional cleaners, and all-day Saturday/Sunday showing and performing more touch-ups around the house.

I was really close with my projected numbers (purchase price 85K with 5K for cosmetic touch up and ARV of 127K).  

We'll touch up the fireplace, replace the carpet with laminate flooring, update light fixtures, and then update the kitchen with tile floors, new cabinets, and newer appliances.

And if not, as the others have said, $2K-$3K should not be the difference between a good deal and a bad deal.Lastly, unless you're buying a property advertised as turnkey or new construction, get used to having to repair or touch up a few things immediately after purchase. 

I have won an auction on a house that I just love to own for myself and I know that after the touch ups it needs, the value added will be at least 100k more than the purchase price.
