So we didn't think that vinyl plank would work for a diy.

with a bunch of liens is NOT a DIY qcd deal.I'd go ahead and offer the $30k asking price, go under contract and let the title co do their thing.When it comes down to it, some lienholders may accept a little less to release, Otherwise, looks like the seller  will have to bring a check to closing.

In regards to DIY multifamily property management, I've been taking a look at multiple software companies that offer solutions such as rent tracking, rental payment portals, fix-it request, etc.

As for the reconstruction work.....since most of the damage was from flooding, I’m guessing most owners did not have flood insurance which means owners will be paying out of their own pocket.....leading to a lot of homes not being rebuilt/repaired and a lot of DIY repairs by homeowners, due to a lack of money.

We DIY LLs do see a lot. 

That condo was partially rehabbed by the previous DIY owner and had unfinished projects all over the condo that had to be completely redone.

Scale is the key to this whether you are buying turnkey or taking a more DIY approach. 

SO take that down to a 50 k  value, buy it for 20 k sell it for 23-25 k It just depends what you think it will sell for. 

I'm an hour or so south of your property, but am just a regular buy and hold DIY landlord.
