I am getting 35-40% cash on cash and doesn't include equity pay down..finding seller financing ones as well sweetens it even more

There is some competition, they have already received at least one offer so I have decided I can sweeten the deal alittle if I offer a little over asking and have the owner pay my closing costs. 

We told each of the buyers that we had multiple full price offers and that the only way they cold sweeten the pie was to lower the closing cost that we would have to pay.

You may need to sweeten the pot for them.

With regard to your specific question, I am a huge fan of paying cash to sweeten your offer (seller's don't like contingencies), and to speed up the process. 

Would that sweeten the deal?

And never underestimate the sleazy politicians from Miami sweetening the pot.  

I went over the price to sweeten the deal since I was going with a FHA loan and there was always a ton of competition in buying that property.
