I would suggest cities are never stagnant:; look beneath the growth numbers to see who is moving out or in...lots of baby boomers being replaced by young people with smaller families?

There are too many moving parts, things that will surprise you, problems you just didn't see coming, things hidden beneath the surface, contractor delays, weather, etc, etc, etc.
