There is a soundproofing drywall quietcrete i think, as well as insulation panels, sound dampening paint, and green glue is a compound that you can roll on as well. likely there is no insulation or it wasnt installed well. air gaps equal noise.

For fix and flips I want to stay away from total rehabs and focus on properties that need minor work such as kitchen, bathroom, paint, outdoor improvements, etc.

when I first started lending in Detroit in 2002.. the rehabbers there would paint the copper in the basements with grey paint in the low light theives would think its galvanized and not take it.

Some flips you will only have the budget to paint, do new flooring, etc....others will justify a higher-end remodel to get the best ROI.You just need to get a Licensed General Contractor to go over your Scope Of Work and attach a pricce to what you want to do.Now, if you wanted more precise guesses at your budget, and gave us a Zillow link...we could actually throw some numbers at you.
