A rate cut in September is more symbolic and a signal to markets that the Fed is cautiously optimistic that they've tamed inflation than actual dovish Fed Policy. 

Who would not want a legal, permitted unit for $8k or anywhere close to that (i believe the $8k is likely optimistic)?

Just look back on what the expectations/forecasts were of interest rates at the end of 2023, nobody (even wall street) seemed to be listening to Powell's meetings and were overly optimistic.

It's hard to speak in such broad terms - one man's "cashflow" is another man's vacancy reserve, so whether you can pull it off or not will be somewhat determined by how optimistic you're willing to be.

I remain optimistic about the Amtrak line heading through the Poconos up to Scranton from New York. 

Also, the new Tulum airport and the Mayan train are scheduled to be delivered the next year 2023, which is pretty optimistic I would say probably 2024 so that will also bring a higher demand to the destination.
