If you had no knowledge and they broke the lease I'd issue a notice of non renewal, but give them the option to remove the cats.

Give her 30 days notice now, keep her security deposit, and send her a additional bill for damages to the unit in lieu of taking her to court for the damages.

If it's just a two-family, or really with any amount of units, I would send the same notice to all parties so it's clear that it is addressed to everyone (even though it's because of one tenant).
