Sounds like moisture intrusion issue, both options suck.

And they have apparently allowed water intrusion to remain under portions of our LVT flooring for a period of months.

Rent control is a strong indicator of an intrusive government: Google search.Income reliability is dependent on the behavioral characteristics and occupations of the tenant segment who occupy your property.

That tile is cracked because water intrusion is messing with the drywall and causing it to expand.

Slab is also a plus in my mind getting rid of any water intrusion issues that might come up with a basement.If the rents in the current condition make your numbers work, I'm not sure any of the things you mentioned are issues in my mind. 

Either one will last forever......A well-done stain looks great with a couple of area rugs....But your bigger problem is getting rid of the water intrusion permanently.
