I have worked with other developers and they kept me informed very closely about any  progress monthly, in timely manner. 

You pay doing it yourself...although you may initially save money you pay for learning... in time, money, or mistakes.  

There is no reason anyone should move to CA.Best wishes I'm guessing that at this very moment in time you don't have to worry about a ton of people trying to move there.
