Such heat pumps will provide a COP >1 down into the -5F - 0F range, at that point auxiliary heat - typically electric coil or base boards - kick in to support the heat pump.

You can also use it to wash off the coils if they are dirty, since it won't leave a lasting smell like bleach willl.

It's probably the other way around -- $1000-1500 for furnace and $2000-4000 for A/C compressor and coil.
