I recommend looking into places like Cudell, Old Brooklyn, Brooklyn Centre, Jefferson and West Boulevard.

Pittsburgh is an awesome place to invest and has been appreciating like crazy.I like the suburban areas like Verona, Penn Hills, Aspinwall, Sharpsburg, Etna, Jefferson Hills, Carnegie, Green Tree, and Dormont.

& @Eric Gomez I can shine some light on the Catskills region, more specifically west of Woodstock in areas such Roxbury, Margaretville, Stamford, Jefferson etc (ie Delaware and Schoharie county.
