When I was a kid in the 1950s and 1960s, the label "real estate investor" was used to describe the occupation of people like Harry Helmsley, the Rockefeller family, Fred Trump, and Bill Zeckendorf.  

Fortunately you do have a bit of an advantage here to just mass-mailing because you have a bit of a connection since you're his neighbor.Similar to what @Shmuel Harris said, if the owner doesn't want to sell, there's not much you can do to change his mind.

@Chris Kane Yes I do have ties to Boise in that I work as a river guide on the Middle Fork of the Salmon River out of Salmon and would always spend time in Boise when I would come out.  

@Valerie Harris... no need to. focus on finding a deal first, you will see there are plenty of buyers arround, just nobody will talk to you or take you serious until you have a deal.
